Anita Bailey

Emeriti Chair

Anita retired from Phillips Exeter Academy in 2019, where she was Senior Program Manager in Facilities Management. She was employed there for 34 years. She attended her first chapter meeting in 1987, and went on to attend many NNECERAPPA, ERAPPA, and APPA conferences. In addition, she completed the Institute for Facilities Management as well as the Leadership Academy. She first served as the chapter Professional Development Chair, then went on to serve as NH State Director, and on up through chapter president 2011-13. She also worked on the APPA Professional Development committee for 4 years. Anita was a member of the planning committees for 3 New England hosted ERAPPA conferences, heading up the educational portion for two of them.

With over 30 years of management experience in hotels and restaurants, I have built a career centered on leadership, operations, and team development. I joined Norwich University as a Custodian Supervisor and was later promoted to Grounds Supervisor, where I continue to support campus operations and staff. I also serve as Chair of the Staff Council, advocating for employees and strengthening communication across the university. In addition to my professional roles at Norwich, I am honored to serve as a Vermont State Representative, working to support my community and the state I proudly call home.

Bryan Coady

St. Paul's School - Treasurer

Bryan Coady is the General Services Manager for St. Paul’s School in Concord, NH. Bryan is responsible for Custodial services, Grounds, and Fleet maintenance. Bryan Has been involved in Higher Ed facilities management for the past 16 years. He attended his first NNECERAAPA chapter meeting back in 2010 at the University of Vermont and became a member on the chapter board in 2023. Bryan holds a Bachelor’s degree in Facilities Management and a Master’s degree in Business Administration. He has completed APPA’s Supervisors Toolkit and 1 of 4 tracks at APPA’s Facilities Management Institute.

Devin Collins

Secretary / Treasurer - Southern New Hampshire University

I have been a member of NNEAPPA since 2017 and joined the board as New Hampshire State Director in March of 2023. I moved into my current role as Secretary Treasurer in March of 2025.

I joined Southern New Hampshire University in 2016 and became Carpentry Services Manager in 2020. In my current role, I manage day-to-day operations in the carpentry and locksmith trades throughout campus. In addition to daily operations, I also manage operational and capital projects including roof replacements, windows and doors, interior and exterior painting, re-keying locks, amongst others. Prior to working at SNHU, I was in the field for 20 years working as a carpenter, supervising projects, and general contracting.  I also hold a Bachelor of Science degree from the University of Massachusetts-Lowell (2001), held a construction supervisor’s license in Massachusetts, and a Certified Facility Locksmith from the national Locksmith Institute.

Douglas Cosentino

Doug has been with Dartmouth College since Feb. ’24.  Before that he was at Colby College from 2017-2024.  Before entering higher education, he spent 20 years building/renovating/maintaining private golf courses all over the country.  He has a bachelors degree from Westfield State University focusing in Plant Biology and Business Management and an Associates from Umass Stockbridge in Turfgrass Management. He has also received certification from UConn as a Master Gardener.

Douglas Plummer

Kimball Union Academy - Outreach Coordinator

Douglas Plummer is the Director of Facilities and Operations at Kimball Union Academy in Meriden NH. Doug has been with the school since 1985 and has served as the Grounds Manager, the Assistant Director of Facilities, and he’s been the Director since 2005. He and his staff of 25 people maintain a beautiful campus of 42 buildings and approximately 1500 acres of property. Responsibilities include; Building Maintenance, Housekeeping, Grounds & Athletic Field Maintenance, Transportation, Event Management, Compliance, and Safety & Security. Doug became a member of NNECERAPPA in 2008. He holds a degree in Forestry and is a Level 1 Certified Firefighter, and certified in ICS-100, IS-200, IC-700, IS-00100.sCa for Schools, and Hazardous Materials Awareness and Operations. Doug has been a member of the local volunteer fire department since 1979 and has served as Training Officer, Deputy Chief, and Chief of the department.

Jessica is the Associate Executive Director of Facilities Management at the University of Southern Maine; she has worked at USM since 2005. Her responsibilities include administration and operations, in addition to all human resource functions for the department. She first attended a NNECERAPPA chapter meeting in the fall of 2011 and became a member of the chapter’s board in 2013. Jessica holds a Master’s degree in Business Administration, a Certificate in Leadership Studies. She has completed 3 out of 4 tracks of the APPA Facilities Management Institute.

Jonathan L’abbe

NH State Director - Southern New Hampshire University

I have been working at Southern New Hampshire University since November 2008.  I started my career at SNHU in the Electrical Shop and worked through the ranks to my current Director role.  In my current role I manage the daily operations of Plumbing/HVAC, Electrical, Carpentry, and the Lock Shop.  In addition to daily operations, I manage a list of Operating and Captial projects. Prior to working in the education sector, I worked for an electrical contractor for 11 years.

 

I have an Associates Degree in engineering (1995), and obtained my Bachelor’s Degree in Business from SNHU in 2013.  I hold a NH Master Electricians license and a Massachusttes Journeyman license. I obtained my APPA CEFP in 2021 and have completed the APPA U series.  I became the NNEAPPA NH State director in March of 2025.

Karen is the Program Specialist for Environmental Health & Safety at the University of Vermont; she has worked at UVM since 2005.

She has a bachelor’s degree from Champlain College in Business Administration and an Associate from Champlain College in Accounting.

She has also received certification from the University of Vermont in Financial Operations Management and Certificate in Management & Leadership.

Meg Proulx

Business Partner Liaison - Clean-O-Rama

Meg Proulx is the Director of Training and Sustainability at Clean-O-Rama, joining the family-owned premiere janitorial supply company in 2015. Meg is an ISSA CIMS/CIMS-GB (Cleaning Industry Management Standard) Certified Expert, holds ISSA’s CPT (Train the Trainer) Certification, as well as ISSA’s Basic and Advanced Custodial Technician Training and Certification. She is also certified as a disinfection expert through Spartan Chemical Company’s Compuclean training program. With 20 years of high-level customer service experience, she has a passion for helping each and every client achieve their goals as well as providing them with customized training based on individual needs. Her customized approach ensures delivered solutions and measured results.

Michael Fox

ME State Director - Bates College

Michael Fox is the Grounds and Maintenance Manager for Bates College.  Michael is responsible for maintaining the grounds and athletic fields on Bates College campus, as well as trash removal, event setups and furniture moves.  Before coming to Bates College in 2018, he spent 20 years working in the landscaping industry, as a manager for one of the top landscaping firms in Northern California.  He has a B.S. degree in Botany from Humboldt State University, and did graduate studies in Forestry with an emphasis on sylviculture at Oregon State University.

Michael joined NNECERAPPA in 2019, and has completed the APPA’s Supervisors Toolkit.  He has been the Maine State Director since 2023, and looks forward to serving the higher education community as a member of the board.

Bates College - Professional Development Chair

Tim Pratt is the Interim Director of Facilities at Bates College in Lewiston, ME. He directs, coordinates, evaluates, and plans the daily operations and maintenance and operation of all campus facilities, with a focus on optimizing the CMMS system, and business process improvement throughout the department. Tim holds a Bachelor of Arts in English from the University of Maine, a MS in Facilities Management from University of Texas San Antonio, as well as a graduate certificate in Facilities Management from Ferris State University. Prior to Bates, he worked directly for the University of Southern Maine Facilities Management Department as well as the University of Maine System, serving all seven campuses as the Integrated Workplace Management System Manager. He also serves on his local Personnel Services Committee in Bath, ME. Tim has attended several NNECERAPPA and ERAPPA events and is eager to serve the higher education community in his role with the board.

William Gagnon

Technology & Communications Chair - Phillips Exeter Academy

Billy works at Phillips Exeter Academy as Sr Manager of campus events & custodial services. Previously, Billy was a custodial director at ABM Industries at UNH and a supervisor for the Facilities Management department at Phillips Exeter Academy where he also oversaw staff training & development and members responsible for cleaning and events & services. Billy worked at the Academy for 9 years. Billy joined the chapter in 2016 as a first time attendee and filled the position as Technology Chair in Spring 2017. He’s designed multiple webpages in the past using classic html formulas and current technology. He has a UNH professional certificate, has completed APPA’s Supervisors ToolKit and has completed 2 of 4 tracks at APPA’s Facilities Management Institute. E.F.P credentials were awarded in fall 2017.  In 2018 he joined the position as the regions AYP member. In 2019 he was ERAPPA’s rising star recipient and also received the presidents award.  2022 Chapter Champion.
